UPDATE

        BRIEF HISTORY ON BULKHEAD BID REPLACEMENT PROCESS

Based on the Condition Assessment of Bay House Condominium Seawall prepared by Pivot Engineers on March 21, 2017, it became apparent that our current bulkhead had failed in several areas and Pivot-recommended phased replacement with a new sheet pile wall.  After further study, it was determined that a new sheet vinyl wall in front of the existing wall would be the most economical and timely solution.While interviewing selected and qualified contractors for the phased installation of a new wall, the Rockport area was devastated by Hurricane Harvey on August 25 2017.  The effect of Harvey caused extensive additional damage and put in motion the need for additional studies by professionals to design a new bulkhead.  On November 27, 2017, Ingenium Inc. produced the first of eight (8) structural designs.  We secured three (3) qualified contractors.  Based upon their estimates, we budgeted $1,650,000.00.  We presented this finding at the Annual meeting in January, 2018.   Owners approved the combination of association debt ($810,000), and an owner assessment (estimated to be $5,000-$7,500). It was during this design and bid process that additional damage was occurring to the existing bulkhead, creating the need for additional studies.  Another underwater investigation by Rio Engineering, Inc. was performed on June 26-28, 2018.   From this study, it became very apparent that the existing bulkhead needed to be secured and anchored 1) to keep sections from toppling into the lake and 2) to facilitate removal of the angled pile bracing so the new wall could be constructed closer to the existing wall. wall. With the new study, additional structural designs were developed and priced by the low bidding contractor from the first design to ultimately achieve the current budget of $2,500,000.00. As per Harvey Update #14, the Bulkhead will be paid for with an owner assessment of $10,000 and association debt of $1,250,000.  You will receive an invoice for the $10,000 owner assessment will be due March 1.

However this can be paid in installments:

March 1ST   $4,000                   April 1ST      $3,000                     May 1ST       $3,000

The debt will be paid out of the existing monthly dues of $375 for the first 3 ½ years.    In year 4, there will be either an increase in the monthly dues, another assessment or some combination thereof.  While we received 90% owner approval of this project at the annual meeting in January 2018, as a courtesy we are sending this email to reaffirm your approval.

SPECTRUM CABLE UPDATE


Please be advised that Spectrum Cable is in the process of changing service from analog to digital.  New cable boxes and remotes have been installed in all building units except the 2000, 2300, 2400, 2500, 2600 and part of the 2700 building.  The cable boxes for these buildings are being held in the office where you can pick them up at your convenience when your unit is restored.  Each unit has received 3 boxes and remotes which have been programmed to your specific unit.

When setting up your own boxes, you will need to call Spectrum at                 1-833-697-7328 and they will help you set it up.   YOU WILL NEED THE NUMBERS ON YOUR BOXES AVAILABLE.     When calling Spectrum, please give them the following information:

The Board of Directors has received an owner request to replace the existing small slider door into the downstairs bedroom with windstorm certified and approved windows.  This request applies only to END UNITS with this particular configuration. 

 The modification does not jeopardize the safety or soundness of the building nor does it alter the overall appearance of the complex.  The replacement of the small sliding door into the downstairs bedroom will apply ONLY to the END units.  The existing small sliding door is located in the back corner of the patio/deck and not easily visible.

Please be advised that the voting period for the Exterior Roof & Building Color Selection is closed.  OPTION B has been selected. Option A received 41 votes and Option B received 60 votes (the required 50.1% majority vote).  The materials have been ordered and work is anticipated to begin in approximately 2-3 weeks.

BULKHEAD REPAIR PROJECT
SPECIAL ASSESSMENT APPROVED

 

                     Bulkhead Project Update (March 23rd)
The bulkhead project has been delayed until we have determined if the Corps of Engineers will need to provide permits or guidance. In addition, we have determined that additional engineering and oversite is needed which will raise the cost of the project to approximately $1,650,000.  This will require an increase to the assessment from $5,000.00 to $7,000.00.  However, you will not be billed until we have completed this next step and have confidence in our budget.  More information to come on this in the next updates.

The other major project we are undertaking will be the total replacement of our bulkhead.  The project was overwhelmingly approved by more than 90% of our owners.    We are projected to begin this extensive project in late March or early April 2018. Our bulkhead committee is still working on the engineering aspects to complete the final contract.  We expect this replacement bulkhead to have a lifespan of over 50 years so it is extremely important we get this right. 

A special assessment of $5,000.00 per unit was approved to pay for part of the project.  As discussed at the meeting, this assessment may have to be adjusted based on the final cost for the construction.  Please be assured that if the amount is greater than the approved $5,000.00 per unit per owner, owners will be asked to reaffirm their approval by email.   Along with the approval of the special assessment, ownership also approved to authorize the BOD to expend the sum of approximately $1,400,000 for the reconstruction and repair of the bulkhead and to borrow, on behalf of the association, up to the sum of $810,000 from a financial institution to be used for solely for the reconstruction and repair of the bulkhead. 

Once final determination is made and affirmed, an invoice will be sent that will provide 30 day notice before payment is due.  A payment option will also be offered which will require 50% payment at 30 days, 25% at 60 days and the remaining 25% due at 90 days from the invoice date.  Details of dock replacement options will be included in our final bulkhead contract.  We expect this will include an option to rebuild the dock at a set price per square foot and an option to just reset pilings at a confirmed price.  There will be more details to follow which will be included in future rebuild updates.

    ARANSAS COUNTY APPRAISAL DISTRICT
    2018 TAX VALUATIONS ADJUSTMENT

The Aransas County Appraisal District and the Board of Directors have agreed to adjust the tax appraisal for the 2018 tax year.  This applies to taxes for the calendar year 2018 (January 1-December 31, 2018). The Appraisal office has agreed to reduce the “Improved/Building” valuations of Buildings 1500, 1600, 1700, 2000, 2100, 2200 and 2300 by 50%.  Buildings 1800, 1900, 2400, 2500, 2600 and 2700 have had the “Improved/Building” valuations reduced by 75%.  The “Land” valuation for all units will remain the same as in 2017.  This reduction in value will appear in the notices that will be sent out by the appraisal district in the near future.  Please note that this change does not limit an owner’s right to appeal their individual tax bill.

Work has already begun removing the old tile and preparing for our new roofs.  In the next few weeks, you will be asked to vote by email on a new color for both our buildings and our standing seam metal roof.  The design team at Roadrunner is currently working on renderings which will be sent to each owner for consideration prior to voting.

There is a list of contractors registered with the City of Rockport available on the City of Rockport website or click below.  Each of these contractors has filled out appropriate paperwork and have been approved to begin restoration efforts following Hurricane Harvey. All contractors listed have been issued an official city identification card along with a window sticker for their vehicle.  This list is comprised of  a varied list of companies both on a large and small scale,  some of which may be too large for the task of simply removing personal damaged property from an individual condo so further research may be needed
